Continually over the past several years, Congress has charged agencies responsible for security with developing, coordinating, and implementing programs to expand explosive detection canine teams to all security modes in the United States. The objective of this effort is outlined in the Fiscal 2006 Passenger Rail Security Grant Program. Historically, U.S. surface transportation systems have been among the safest in the world, providing a remarkable level of mobility and access to goods and services. To ensure continued security, International Canine Explosives Solutions’ explosive detection-certified canines can be used to enhance security within all surface transportation security modes. This initiative requires a joint venture between federal, state and local authorities, and International Canine Explosives Solutions, Inc. (ICES). The 2004 attack against passenger railroads in Madrid, Spain; the 2006 events in London; and the most recent threats remind us that surface transportation modes are exceptionally vulnerable to terrorist attacks. Various passenger, baggage and cargo screening programs have been conducted to identify appropriate measures to better protect the traveling public. However, deploying explosive detection canine teams has proven to be the most reliable preventative measure to terrorist activities, both within the U.S. and in the international transportation community.

We are committed not only to strengthening the safety of the transportation
system, but also to reducing the security fears of citizens. ICES strives
to meet these goals through partnering with federal, state and local law
enforcement agencies, and by providing ICES security partners with a canine
program that is capable of protecting and defending the homeland from
terrorism and threats.
