  • Comprehensive Canine Program Evaluation
    i. ICES performs a comprehensive program evaluation to determine the need for canines based on threat, location, size of area to protect, and budgetary restraints.

  • Handler Training
    i. ICES offers a 10-week basic course in explosive canine handling. ICES proficiency and certification standards mirror the current practices of the Department of Defense (DoD) proficiency certification standards and Transportation Security Administration’s (TSA) evaluation standards. The course is available for either in-residence training at an ICES facility, or training on location. An on-site training mission is also provided after graduation. The curriculum for this training is available upon request.

  • Handler Supervisor Course
    i. ICES offers a 4-week course in handler supervision either at an ICES facility or on location. Canines can be custom-trained to meet agency needs and are specialized as single-purpose, explosive detection certified.

  • Fully Integrated Canine Program
    i. The Fully Integrated Canine Program requires a minimum of three teams per location; each team consists of one canine and one handler. The program also requires a 1.5-year commitment. The associated team training includes equipment and the following:

    g. Explosive consultation
    h. Explosive Safety Officer to manage the ICES Explosive Training Program
    ii. Annual On-site Certification
    Proficiency and Certification emulate DoD proficiency certification standards and TSA evaluation standards.

    iii. Automated Online Access
    ICES also provides around the clock web access to track explosive aid usage, training, utilization and budgets; and to provide access to a canine supervisor.

    iv. On-site Evaluation
    The Fully Integrated Canine Program provides one on-site evaluation. Canines remain the property of ICES, Inc. for the duration of the contract, and suicide bomber canines are also available. On a case-by-case basis, ICES will approve the retirement of the canine to the handler.

  • Canine Certification
    i. ICES certifies non-ICES canines to meet or exceed DoD proficiency certification standards and TSA evaluation standards, and will evaluate the agency’s canine program to determine the certification level, in addition to the required proficiency training needed to certify the canines to TSA evaluation standards.

  • Computer-based Training
    i. ICES provides a secure, comprehensive computer-based training program available online around the clock to track team proficiency, utilization, team profiles, training, and explosive program maintenance, as well as receiving or replacing training and contamination control.

  • Annual On-Site Certification
    i. ICES will provide annual on-site certification in accordance with DoD proficiency certification standards and TSA evaluation standards. If a team does not meet the criteria of the certification, a re-evaluation will be conducted within 60 to 100 days of the initial assessment.

  • “Train the Trainer”
    i. ICES provides advanced training for canine supervisors and trainers.

  • Explosives Services
    The types and quantities of ICES explosives used for training and issued to the agency are classified. ICES, Inc. uses explosives that are in accordance with current DoD proficiency certification standards and TSA evaluation standards.
    1. Explosive services include the procurement, inspection, and storage of all explosives used as part of the ICES Canine Explosives Scent Kits.

    2. Explosive services provide management of working explosives inventories at participating facilities.

    3. Explosive services prepare and distribute (CONUS AND OCONUS) Canine Explosives Scent Kits.

    4. Instruction and training, including a refresher training for the Canine Activity Coordinator, explosives safety, explosives accountability, Standard Operating Procedures, explosives storage, explosives magazine inspection and maintenance, transportation of explosives and other related topics are included in ICES explosive services.

    5. Explosive services provide a program explosive consultant for all explosives issues involving the ICES program.



  • Explosive Training Aids
    i. ICES provides explosive training aids that are in accordance with DoD proficiency certification standards and TSA evaluation standards.

  • Explosive Storage Program
    i. ICES provides a comprehensive explosive storage program with site selection, magazine procurement, magazine delivery and placement, explosive procurement delivery, and replacement of explosives.

  • Technical Explosive Ordnance Services
    i. ICES provides technical explosive ordnance services including inspection, destruction, and interrupting and appraisal services.

  • Things we do:
    1. ICES, Inc. is the primary contact and coordinator for the Limited Arc Explosives Storage Magazine being developed for the U.S. Marine Corps (USMC) by ARMAG Corporation. ICES assists and consults with ARMAG and USMC for explosives composition, quantity issues, effects, design, and magazine placement.

    2. ICES, Inc. acts as a liaison between the DOD and commercial explosive manufacturers and distributors.

    3. ICES, Inc. acts as a liaison with various intelligence gathering and law enforcement sectors of the federal government to discuss new explosives threats to transportation systems in the U.S.

    4. ICES, Inc. liaises with BATF for explosives storage magazine issues regarding placement, sight development, citing, authorization and other pertinent explosives storage issues.

    5. ICES liaises with DOT for explosives regulations and issues regarding the safe transportation of explosives.

  • Risk Assessment
    i. ICES evaluates security programs and provides a comprehensive report to outline security deficiencies and recommend corrective actions, along with cost estimates to comply with federal and local requirements.

  • Physical Security Survey
    i. ICES administers a physical security survey outlining deficiencies, as well as recommending corrective actions and monitoring them in order to meet or exceed federally mandated standards.
